European Union (EU) Directive 2015/863 — an amendment to the EU Restriction of Hazardous Substances (RoHS) Directive — added four more substances to the list of chemicals regulated under EU RoHS. The new substances are all phthalates:
- Bis(2-ethylhexyl) phthalate (DEHP).
- Benzyl butyl phthalate (BBP).
- Dibutyl phthalate (DBP).
- Diisobutyl phthalate (DIBP).
Restrictions for in-scope products containing these substances take effect on different dates, based on the product category (listed below).

Category 8 | Medical devices and equipment. |
Category 9 | Control and monitoring equipment. |
Category 10 | Automatic dispensers: vending machines, ATMs. |
Category 11 | All other electronic and electrical equipment (EEE) not covered under the other categories. |
