Answer Provided:

EU RoHS applies to goods manufactured or imported in the EU that have an electrical current that passes through it. Therefore, unless the labels/decals are applied to the electronic product prior to sale and are intended to remain on the electronic product throughout its use, they would not need to comply with EU RoHS.

However, cardboard and label/decals that are considered packaging must comply the EU Packaging Directive.
